Stardust Memorials recommends placing a small bag inside the opening -- leaving the edges of the bag outside -- and then transferring a small amount of ashes (half cup or less) into the bag. You can tie the bag closed and tuck inside. Once your loved one's ashes are inside, the plug should be secured by sealing it to the urn base with a glue designed for ceramics, such as E6000.
